There is an explanation for some of these general differences. I say general because in each racial group there can be people who refuse to "be normal" in their groups.
Jolly Heretic goes through it when he brings up "fast life strategy" versus "slow life strategies" since those that practice fast life participate (in our modern day) in trying to date alphas or the best looking, risk taking, live in the now mentalities and peacocking (see garish clothing choices). Those types of personalities versus the people who think things out, have long term goals, participate in safe activities, and are more.... conservative.
You see less black conservatives... right? It could all be tied to that simple concept that slow life strategists don't want to burn out like a firecracker so take less risks, instead preferring to be one of those slow burning sparklers.
Well in Africa where you are more likely to die younger a fast life strategy is more strategic. Also the less sexually diamorphic the sexes are. So less gender roles than a northern hemispheric evolution brings, as well as a need to spread your seed far and wide. Coupled with faster maturity so the children can survive on their own faster.
Eventually it becomes obvious what these evolutionary differences bring to large groups. Combined with zero accountability and a culture of "gibs me dat"....
