I wouldn't say some of the things he said... perhaps a bit stereotypical and over the top. But making lazy stereotype jokes isn't racism. Nowhere is he saying anything about black farmers being less deserving or anything like that. I would expect to hear Chappelle or Murphy say exactly the same things, but with worse words. "Black farmers? say what?!.." and you can fill in the rest.
However.... if your argument is that society frowns on this being said by a white man, then I agree. Most normies are way too fearful and guilty to defend anything remotely not milquetoast.
