I get the impression that councils like these are the mechanism by which "politics are downstream from culture" functions. Was talking to my uncle about this, but we both think there's some kind of signal/frequency none of us can audibly hear, but it's affecting large portions of populations, basically making them this way. Combine that with what they put into the city water, and not to mention all the WiFi and Cellphone towers..
