All they really need to do is change the filibuster rules to be what they used to be. If you wanted to filibuster, you used to have to speak the whole time. Senators would put hoses in their pants running to a piss jar so they could stand there all day without taking a break and losing their spot. Now they just pretend to filibuster and everyone goes along with it.
