Let’s say law enforcement allowed GF who was on unknown substances to get up and he went nuts running full speed into someone killing them then their head hit the ground, or pushed someone into the road .....officers would be blamed. Honestly they are damed if they do and damed if they don’t. How about the public start dealing with things themselves since they know better.
