Maybe they make or have made a faker vax, and the vax becomes the new gas
"Labor camp" was a polite term for giving the unemployed something to do.
"Concentration camp" was a polite term for a "safe space" to keep an at risk population.
These things always come into play in the name of the greater good, and they aren't seen as a bad thing until after the fact.
