So if you are serving some jail time for a DWI you don’t want them to be able to vote?

No. In fact, I believe there should be more restrictions to vote, not only clean records, ID and proof of citizenship. They also should ask for a US history exam passed, be older than 21, for youngers than 65, proof of income. If you have 20 illiterates and criminals and 5 honest working educated people in a block, guess who always going to win the election.
