I concur... but 25M could be legit challenged as bureaucratic incompetency with questions of intent... while 25MM would be like counterfeiting $10,000 bills with a direct pipeline to jail outcome.

If they ordered 25,000, that wouldn’t just be incompetence, that would be impossible.

How was 25k enough for 1m to vote?

Even if the ballots are only for mail in voting, surely more than 25k out of a county of 1m voted by mail?

Seems way off whether 25k or 25m.

Assuming it works the same in Georgia as states I've lived in, you only need to register once. As long as you remain at the same address, you don't need to re-register every election.

Additionally, if they already have some quantity in stock, an order of 25k would be a 'top-off' rather than the full quantity.

Again, I haven't read the forms, Georgia election law, or any number of other potentially relevant documents.
