Based on the other conversation in this thread, I think the difference between tribes and nations is just size, as you imply.

The point I should be making then is that tribes lead to nations. You get a nation when tribes join other tribes. You need tribalism to be successful as a tribe. If you are weak and do not have strong unity within your tribe, you will be conquered.

We're past that bullshit now though, at least we should be.
