Second, this makes a potent argument to purge the voter rolls because, damn, 2000 people registered at single address? Thats more people, significantly more, than live in my entire housing division.

An apartment complex could easily have a thousand people living in it, at a 'single' address. The address would be '12345 Central Street, City XX, 55555', with an apartment number after it.
