The virus woke up more people we are close to thirty percent worldwide, more in some countries. Trump knocked them off the rails, they lost valuable time and now are playing catchup to meet what I think is a financially driven deadline.

If they are going to destroy the currency, issue new money, take all property (which is part of the plan) they need to have everyone vaccinated, vaccine passports in place, guns seized, economies collapsed, I don't think they have enough time.
