All in response to the draconian eviction moratoriums that have outsourced welfare without consent and hammered landlords with the unfunded mandate of supporting freeloaders.
This year of "free rent" is going to cost the poor a lot more than an 2020 eviction would have.

I have a friend who might lose his own house to the bank because he's lost so much rental income he's having a tough time paying his mortgage.

These idiots don't grasp the concept that transactions have a cost.
It can be as simple as - "Thanks for lending me your pickup for the dump run. I owe you a couple beers."
The problem is when my neighbor is taken out of the equation by the state, which says - "We are now in charge of dump runs. We will extract the cost of a 12 pack by force."
And government does that for two very simple reasons - power and not having to operate under P&L.
