Doesn't it state you have to meet just one of the criteria and not all of them? So why doesn't your daughter qualify? Sorry if I'm missing something here.

We make more than the “poverty line”, I am not a veteran, first responder, etc. We do not meet any of the requirements. The point is, even if a migrant family doesn’t meet any requirements, the only one they have to meet is the language requirement. Which is all of them.
