it's just the green new deal, re-written. there's all tons of stuff in there that has nothing to do with actual infrastructure. that's how these bills are always structured: behemoths of word salad that no-one reads that ends up fucking over americans. they know if they had to vote on separate bills on a roll call, their constituents wouldn't re-elect them. spineless weasels.
