They have packet radio networks you basically send data over the airwaves rather than analog voice. I’m not sure how fast or developed it is but you could basically have a server and a ham station and host a website that way. Iraqveteran8888 has a ham video on youtube and they talk about it

packet radio is extremely slow (think dialup or slower), plus it almost always has no error correction. so it would have to be exclusively text-based. no html, no css, no nothing and you may not even get the message is propagation is effected negatively. you could literally not get a message because of a sunspot.
