But one thing you might want to look at, that I remember they were developing, was a "wireless mesh network" in which every laptop would become a node in a wireless network that could cross entire countries.
The protocols they developed might provide some some ideas for you. Maybe it could be combined with a digital shortwave network which another poster suggested.
Instead of a WWW-style network, when it comes to protecting freedom, I would be happy to have a Usenet network, which would allow posting and viewing articles, media files, and comments.
If you combined the Usenet protocols with some sort of blockchain verification, you could protect the network against fraudulent information, by ensuring that what you get comes from known sources.
