I've been told in trainings I've taken that a better way of wording this is "always know the status of a weapon under your control, is it loaded? Is it hot?". The statement you made includes an assumption, where the statement I made doesn't.
I think the statement you made is better for children though because it's a little easier to communicate and follow.

Fucking stupid. You hand me a gun and I drop the mag and rack it and NOW I know what’s up. No assumptions. I set the gun down around others and walk away, when I come back, I don’t assume anything about the gun, I pick it up and pull the slide back and now I know the status of it while it’s in my hands.
The Fudd rule is “durr always assume it’s loaded.” Yeah that’s what you teach a 9 year old picking a gun up for the first time.
