People in lower incomes are "much less likely" to have ANY tangible things compared to people in higher income brackets. That statement is a question of if you believe in opportunity vs equality. Also, most who don't have an ID don't care to vote, don't drink, may be indigenous, homeless, etc.

From what I'm seeing, 95-99% of people already have some sort of ID. So the overwhelming majority DO have an ID or a form of ID. Governments are incentivized to know who is who and how many people there are. Voting in particular should be of the highest importance to be secure and legit.

There is enough money to support anyone over the age of 18 to get an ID. They have almost a billion voters in India with Voter ID. We can certainly figure something out here and do it better.
