Yeah, technically they could probably fake that. Most of the data of solar activity is from the government. Due to independent astronomers, they'd have to tie it to an event that actually occurred, just didn't cause the faked catastrophe. Solar max is on it's way in about 5 years, so your thought is definitely conceivable.
