So that's what was causing stupidly high and over 100% registration in so many counties. Because the alogrithm was based on 2010 figures and therefore by 2020 the algorithm was flying blind which caused it to pump up the voter number and exceed population levels?

Yes that is my understanding as well. Trump timed the 2020 census release perfectly.
