Tell her that the companies who make the vaccines are so concerned with the application of the vaccine that they have asked governments to make them exempt from any liability arising from their use. You cant sue them if it fucks you up.
To be fair, they've done that for every vaccine made in the last 50 years. If the government is willing to shield you from liability, any company would take that deal.
