Sadly it would not help much. The hierarchy of drug and smuggling gangs allows us to catch useless drones. Low value worker bee's while the queen rests in luxury. Odds are we don't even know the real leadership of the cartels. The cartels punish disloyal soldiers, kill their family and everyone they care about. There is always more drones that will do anything to eat.
