The states cannot supersede federal law and authority. That’s the constitution. Only the Supreme Court could overrule a federal directive that neutered states rights. If there is a federal law against something, then states must abide. If the feds decide not to make a law against something, the states can make a law or not

there are things the fed can't legally mandate. Of course legality seems to be unimportant these days
