They're talking about the bigotry of low expectations. When a minority resents or otherwise attacks another minority - blacks attack asians - the bigotry the black feels toward the asian is a thought that only exists because of white supremacy. That white people are naturally insidious and have also perfected the art of turning minorities against each other.
