Go back to paper ballots. No more machines. All hard ballots are kept on record for 8 years. They're required to be scanned and uploaded to servers after the election forever. Those scans can be viewed by submitting a FOIA. Anyone can submit. It doesn't cost anything to file FOIA.
All voter rolls are purged every election. It should be unlawful to be able to use previous years voter rolls. Vote harvesting should be illegal in all states. Absentee voting should be kept to an absolute minimum. I'm talking like 0.6% tops. Anything more automatically triggers audits. Any adjudication (shouldn't need it with paper ballots) over 1% should trigger and audit.
