While I don't disagree, it looks like a big chunk of this money will go to consulting firms who will "evaluate" the impact these projects have on the neighborhoods.
While it sounds like a good idea, most likely they'll just draw the same conclusions that would've been made anyway, except now these consulting firms (likely owned by politicians family members) will make bank of the deal.

Just to provide a little bit of Central NY knowledge here - Interstate 81 in Syracuse is a disaster. There have been talks for over a decade on how to reconstruct this highway and no progress has been made. Destroying it wouldn't necessarily be a bad thing.

81 does not go through any neighborhoods. part of it is above another local road, and part of it winds through industrial area which is not residential. in fact, it goes past very few houses. taking the highway down would not change anything regarding to residences.

DeBlasio and Co. have been talking about demolishing the BQE for a few years now. I don't think he is capable of understanding how much of a logistical disaster that would be. The BQE/I-278 is the main commercial artery through Brooklyn and Queens, one of the only highways in the area that allow commercial traffic. All it would do is force semis onto the clogged local streets, which already have reduced capacity because of bike and bus lanes.
