Probably, I can see college age kids living in different states / counties not bothering to figure out how to vote absentee.

i am not looking at magnitude of turnout, i am looking at how it is the same across counties.

isnt weird though how these randomly picked counties match age distribution almost exactly? especially if it happens for all 88 ohio counties... especially if other states' distributions can vary widely...
