Nah, this is turnout, which is a subset of registrations.

Watch the first 20-30 mins of Lindell's latest video and you'll see what I mean.

If turnout is (votes/ registrations), then yes.

Without even looking it up I assumed turnout was % of the demographic total that voted. You're probably right though like I said I didn't even look it up.
