Step 1 - Paper only. Step 2 - Simple, randomized questions to prevent hyper filling out of ballots.
Ask 3 simple questions that they have to get right for their vote to count.
One math question:

a) 25 b) 20
One language question to prevent illegal immigrant votes:
Which sentence is grammatically correct?
a) Their going to the store. b) They are going to the store.
One ridiculously easy question that anyone can answer right to truly show fraud:
Which object below is the largest?
a) The sun. b) A pebble.
So, to make the vote count, they have to actually read it, and answer it right. Easy for a single person doing one vote, not easy for someone trying to do massive electoral fraud.
Of course, I don't think the Democrats would go for this, because they'd say it would be discriminatory, but when companies hold contests, and hand out prizes, don't people have to do skill-testing questions? They do, and they always get them right. You could only f*** this up if you were trying to cheat!
They used to be called polling tests. They were designed to be easy for folks who had basic education, and not so easy for say black share croppers who were wholly uneducated. Real Jim Crow laws existed and were right to be outlawed.
There are better ways to add a layer of accountability without violating rights. Basic voter id is one obvious way (no test involved other than residency and citizenship, already required for drivers license or other id). Block chain is another possibility. Ink finger, paper ballots are attractive too.
