This FVS looks like it should only be used for polling purposes so if a person being polled has 10 votes they can cast 6 for candidate A, 4 for B, 1 for C, that way the totals give a better feel for how the population relatively views the candidates. We've used this voting method at work to prioritize tasks. It absolutely should not, and cannot, be used in a one person one vote election.
