Not necessarily. Make it so punishment fits crime and after that people are allowed to have meaningful lives and I think we'd see less of a rotating door criminal justice system. That won't necessarily work for everyone, but that can be part of the new system. Right now, once you go to jail for anything...you're basically screwed. No matter how much you want to turn your life around, be better, etc...that crime follows you around and you can barely get minimum wage jobs unless you're VERY lucky. Thus they resort to crime again. It's a vicious cycle. Never intended to be that way.
so, let the criminals vote in people that will not enforce the law...aka democrats
