In Trump's first year, Sen. Tom Cotton and Sen. David Perdue introduced the Raise Act. No one would get government aid until they have lived legally in the US for at least 5 years. There would be a point system which strongly limited all immigration.

The Bill went nowhere despite the Republican majority in Congress.
