You can look at crime rates by city, state and even Country's and generally the trends are the same. It isn't our justice system, it isn't racism in the U.S. and it isn't simply poverty. Culture, values, family and other factors play a role but are mostly taboo to discuss and problems will never be solved if they can't be discussed openly and honestly. I have lost hope that anything will change in my lifetime, in fact it is getting worse in the decades of my lifetime. I live and let live and avoid and will help anyone assuming it's to teach to fish and not give away fish.
