In the 40s-60s black neighborhoods were on the rise, they were establishing businesses, crime was low, fathers were in the home, they owned jazz music clubs and were egratiating themselves in the AMERICAN culture, with some of their style and flair, they dressed properly, and even those with low or no education were trying to do things to better themselves and their lives, then like you said, comes the promotion of welfare, victimization, gangster rap, (rap as an art form is amazing, but it couldn't just be rap, they needed it to also be injected with glorification of violence, crime, prison etc), then they also changed pop to become what we see today, if you notice a trend, they all have become bland, indistinguishable, uncreative crap (like movies today), they told the society that someone like Lil Wayne is a great rapper and gradually they've attacked everything in our culture to destroy society, rap was just the first and easiest to attack
"Black wall street" comes to mind, a successful black community integrated into American society. Sad there is no push for a reform in the black community when there are so many filthy rich influential black people. Unfortunately the majority of them push degeneracy on youth instead of working to fix their communities. All about that bullshit street cred and image.
