They can. The best reason I can think of why a person wouldn't have ID is they're living on the streets. They possibly get mugged, or they wear clothes so bad they just don't have wallets or IDs.
Even then, it would imply a class issue rather than a race issue.
I assume cities want people to always have ID on them. Unless blue cities are like nah we don't want people to have ID ever. That way you can just walk around naked or something.
That's the only reasonable doubt I can have that isn't a shady reason. Even in cases where "oh I forgot my ID elsewhere." Well get it. You know you need it.
