You had to be registered as living under certain address at least 7 days before election. Proof is needed - like a deed to a house or rent agreement. In the past as a male I had to show documents from the Army Recruitment Office showing that I am not running away from the mandatory military service (it is no longer required).
We don't really use driver licenses like Americans, everyone has a dedicated ID card. Every 10 years you need to get a new one with a recent photo. You need to pay for photos yourself but Govt pays for the new card. Even retirees who are too old to walk to the Govt building need one - in that case Govt employee visits you in home to confirm identity. If you say "it's too difficult to obtain an ID card!" people will just laugh in your face. Young people see it as a proof of maturity so they want to get them as soon as they are 18 - just like Americans driving licenses as I understand. To say "I don't own any ID with a photo" is like saying "I can't read and write". Oh there's actually a possible fine up to $1200 for not having one - it's literally illegal.
