It's a standard preparedness scenario test.

It is incredibly flawed. The assumptions made about the public are retarded and ignorant. The priorities are misguided.

And even from a preparedness standpoint, they completely misunderstood the role they would need to play.

Idk why people are upset at this. It's typical East Coast circle jerk. They come up with something they see as a possible scenario and they ask each other how well they would be prepared. They then pat themselves on the back and go home.
