I work in the scrap industry. Here in my state it's even more strict than that. For anything other than aluminum cans or scrap iron you have to go to your local sheriffs dept and apply for a 2 year permit after showing them your ID and car registration. If you have any warrants or history of metal theft then you don't get a permit. At the scrapyard itself we have to keep a copy of the their permit and photo ID. We also have to take a digital picture of the person and write down the license plate # every time they come. Then on top of all that the State LEO division will do random checks on the scrapyards and can issue stiff fines for non-compliance. Even with all that though there still is plenty of theft to go around, lots of people are still willing to take a misdemeanor metal theft charge turning in scrap for their shady friends. Cops are a regular sight here and they update us with permits that have been revoked. That said I'm glad my state already has voter ID.
