The document is real and legitimate. It has been cited by research conducted at multiple universities which obviously doesn’t speak to its accuracy, but does mean that it didn’t appear out of nowhere.
I have not read the entire document, but from what I have seen it does look pretty on the nose for what we have been going through. That being said, Crimson Contagion and similar pandemic war games conducted in 2019 used almost this same exact scenario so it’s less the scenario corresponding with reality and more that this document includes more of the plan moving forward. Should be relatively easy to check it as time progresses but it has been fairly accurate thus far.
Something that’s in there which I haven’t heard many commentators mention is that Public Health Officials should become the de facto leaders of communities and the nation. That matches with my anecdotal experience of medical emergency communications infrastructure being converted into an opaque high security network for Hospital Admins and Health Officials to communicate with each other. The system established during the Ebola Scare was visible in early January then mysteriously disappeared in late January. It’s embedded in basically every government organization and is CAC Controlled so it’s not like it actually disappeared. It went into use.
As much as I like Alex and his crew I am always very suspicious of media and selective highlighting of sensational information. I appreciate that you intend to dig into this further and look forward to hearing your thoughts!

I hope that everyone on TD will download the SPARS playbook from your first two links, and take in everything in it. I hope every single phase inside this document becomes common knowledge among pedes, because the people who wrote it are now committed to running the whole play, and the play depends on people not knowing it's a play.
I hope people will post the SPARS playbook here over and over until everyone has a real chance to see it and read it.

I got to watch the first 10 minutes of the Alex Joes video, and that certainly does fit the current script.
I have suspected the coordination of the "public health" response was rather suspicious, and I think you've given a plausible explanation for that.
