When you get a tax break for the progressive income tax system, it really isn't a tax break, it is more like resetting taxes back to where they should be.

Californians might not notice, they already pay an unknown amount of gas tax (likely over a dollar) and the money doesn't even go into a locked transportation fund. The tax money goes into a general fund.
