Ultimately, even without the legal barriers to entry, the natural barriers will still exist. IE to start a private plane service you need to buy a plane which could be very expensive as a pilot. The legal barriers set up and other barriers make it that much harder to start your own thing in response to not liking something.
The legal barriers also don’t protect consumers, unless you believe that consumers should be awarded for being stupid. Rewarding people for being stupid is the best way to keep them stupid. Consumers don’t know how to advocate for themselves anymore and would rather the government do it for them.

If you want more of something subsidize it. If you want less of something tax it.
If you subsidize stupidity and laziness, you get more of it. If you tax it, you will get less of it.
