Maybe because people in those states are no longer bothering to get tested (using a technique that can't test for a virus and gives loads of false positives).
Texas people are still getting jabs, but evidently not all that much. The hysterics (or the forced) got into huge lines right away. Now, a lot of these drive-thru mass inoculation places have closed in lieu of making an appointment at a pharmacy.
