I'd like to know what their sealed juvenile rap sheets look like. Hard to tell from news accounts whether the 13 year old was just a tag-along or if she was really a co-perpetrator. Juvy record would shed a lot of light.

I'll reserve judgement on whether they should be charged as adults, since I know virtually nothing about their histories. But I would definitely like to see their parents charged as adults. Of course, it might be necessary to do a large-scale DNA testing operation to find out who their actual fathers are. But anybody who has ever received government benefits or a tax credit based on these little monsters being their dependents, should be hauled in for interrogation, and we need laws that we can charge these people under.

If the 13 yo was the passenger, she's the one that put the car in gear.

As Anwar was trying to force his way back into the Honda by climbing on top of the girl in the driver’s seat, Leo said, the 13-year-old reached across from the passenger seat, turned on the ignition and “manipulated” the gear shift. The vehicle lurched forward and accelerated down the block before crashing, Leo said.

Sure sounds like she was very actively involved, though I'm not sure how this information could have been reliably obtained.
