Repentance is a state of mind, and state of heart, that leads to the action of verbal repentance, however verbal repentance is not a required part of the deal.
The thief on the cross had a repentant heart, and recognized his need of a savior, and stated his faith to the very Messiah who was there to save him (kinda cutting it close, but if you're going to do one thing right before you die...)
That’s your opinion, fren, but that varies on your sect and doctrine. In my church, you ask in prayer for forgiveness and then actively strive not to do that sin again. A sinner who continues to commit the same sin is not truly repentant.
