That is quite literally all the handshake means... It doesn't even mean its a new account necessarily... There are accounts that are over 1 years old and still have the handshake, only because there hasn't been enough activity on the account.
On the flip side of that coin, there are 2 day old accounts with no handshake, all because they were very active over this 2 days.....
