"Individuals will still have to follow federal law" In effect this means if congress passes any gun control bills, the state laws are written to comply with them hand in hand. Even if this means confiscation, bans, new standards, etc etc. Congrates because the states are now at the whim of whatever congress says. The majority of people will not comply. Mainly due to a rash of boating accidents.
That's why the states will take care of enforcing it.

The law says local sheriffs can arrest feds trying to enforce ANY federal gun law, past, present or future.
