  1. The degree of risk to be taken should never exceed that determined by the humanitarian importance of the problem to be solved by the experiment.

I would argue we’ve already crossed this threshold. Far more risk from the vaccine vs encountering covid under regular circumstances, especially with the proven effectiveness of HCQ
