Failed to provide or hasn't provided "yet". Which is it? Not doubting the report but if they clearly broke the law and it was required and they've past some due date - that should be easy enough to nail them on.

If you read the original article, Fulton Count was supposed to provide the chain of custody proof by late-January. Well, it's April and they're still lacking.
