Probably some kind of plea deal for a 'hate speech' AKA 'free speech' crime. As we have seen with Tommy Robinson, the UK government isn't too big on free speech, especially if it's telling the truth about Islam.

Not 100% clear but looks like it was a judge's order after he was charged for spitting on a guy.

It was for remarks he made later and spitting on a guy.
I think they would have given him a worse sentence if he wasn't already considered a community hero.
Im sure the reeducation class will change his mind.
