I think it's going to be tricky for the government to really track this kind of stuff that well. If a doctor says you got a vaccine then you got a vaccine. There's not much else anyone can do for verification.
The way black market vaccine passports are going to work is you're going to have to just find a registered doctor who signs off on you getting the vaccine. Once he's signed off on this, you're fine.
The part that's going to suck the most about this though is that I suspect they'll be coming out with vaccine updates quarterly so imagine having to pay your doctor $500 every 3 months for a fake vaccine sign-off. It's going to be incredibly lucrative for doctors but an entire waste of money for everyone else.
Though, it might be worthwhile to go back to medical school specifically to do underground fake vaccine passports.

This is the way stuff has always been done. So far it's been about finding a doctor that's willing to work. In our case, there are many that don't buy this bs and care enough to take a risk to preserve our USA.
